New bankruptcy court judge named

Keith L. Phillips has been named a judge in the Richmond division of U.S. Bankruptcy Court for the Eastern District of Virginia. He will fill a vacancy being created by the retirement of Judge Douglas O. Tice Jr., who was appointed to the court in September 1987 and will retire effective June 30.
